Hangzhou has officially issued and implemented the "Implementation Programme for the Construction of Public Infrastructure for Normal Conditions and in Emergencies Uses in Hangzhou" and the "Five-Year Action Plan for the Construction of Public Infrastructure for Normal Conditions and in Emergencies Uses in Hangzhou (2023-2027 )". At present, Hangzhou has formed 116 projects with a total investment of 77.035 billion RMB.

The construction of "normal conditions and in emergencies" public infrastructure has become an important part of the national strategy, and is of great significance in improving the ability of cities to respond to emergencies and in promoting economic and social development.

2. the "normal conditions and in emergencies" rapid conversion: Zhejiang Province Science and Technology Invention Award

The scientific and technological achievements of " Key technology and application of assembled emergency space construction based on digital full-process integrated system ", jointly completed by halumm and halumm Construction Co., Ltd. and other units, have passed the appraisal of scientific and technological achievements of Zhejiang Province, which have reached the international advanced level in general, and won the "2022 Zhejiang Science and Technology Award - Technological Invention Award" issued by the People's Government of Zhejiang Province. The scientific and technological achievements of " key technology and application of assembled emergency space construction based on digital full-process integration system ", which is completed by the innovative research and development of halumm, is in response to the construction demand and engineering difficulties of the rapid conversion of the emergency space of "normal conditions and in emergencies", and has been appraised by an expert group presided over by Jiang Huancheng, an academician of the Chinese Academy of Engineering. The expert group appraisal chaired by academician Jiang Huancheng and the domestic and foreign technology research show that the assembly type collaborative construction mode of the penetrable platform, the whole process construction method of the assembly type emergency medical space of the "level and epidemic conversion", and the comprehensive evaluation method of the emergency medical space are at the "international advanced" level, of which the non-destructive emergency space construction key technology and application is at the "international advanced " level. "The non-destructive socketed modular steel interior wall system has reached the " international leading " level. The overall construction efficiency has been increased by 30 to 50 per cent, the degree of "flat epidemic" conversion has been increased by 3 to 5 times, and the overall recycling rate has reached 95 per cent, thus realizing rapid disassembly and recyclable construction of the assembly type.

The results have been published 24 papers in domestic and international high-level journals, including SCI, and have obtained 11 authorised invention patents, 14 utility models and 4 software copyrights. Among them, the national invention patent of "a kind of all-steel partition structure" won the "China Patent Award"; the chief editor and participant in the editing of five standards and norms, of which, the chief editor of the "Modular Emergency Infectious Disease Hospital Building Technical Specification" and the "Modular Layered Assembled Energy-Dissipating Support Steel Structure Technical Specification", generally reached the international advanced level. Among them, the "Modular Emergency Infectious Disease Hospital Building Technical Regulations" and "Modular Stratified Assembly Energy-Dissipating Supported Steel Structure Technical Regulations" were edited by the company, which reached the international advanced level. 

3.Rapid Transformation of the "normal conditions and in emergencies": Lectures by Academicians of the Hall of Fame at the Hanham Lecture Theatre

Jiang Huancheng, academician of Chinese Academy of Engineering, made a special lecture titled "Thinking about structural seismic resistance and design innovation" in "halumm Master Lecture The atre", and put forward his thoughts on the seismic design of buildings and seismic defence objectives. As the EPC general contractor of this project, the Fever Clinic of the First People's Hospital of Linping District of Hangzhou City (Linping Hospital District of ZJU No.2 Hospital) (Hangzhou Asian Games Designated Hospital Reconstruction and Expansion Project), which was designed and constructed by adopting the " Quick Installation and Integration Construction Technology for Convertible Hospitals Combined with Flat Quarantine ", independently developed and innovated by HRH, has been selected as one of the "2023 Chinese Construction Brands - Product Technology Innovation Practice Cases". 

In accordance with the requirements of the "Guiding Opinions on Actively and Steadily Promoting the Construction of Public Infrastructure for Both Normal Conditions and in Emergencies Purposes in Very Large and Mega Cities" issued by the State Council, and implementing the decision-making and deployment of the "three major projects" of the Ministry of Construction, we will use "intelligent manufacturing and intelligent construction" as a means to help enhance the resilience of cities and promote urban renewal, and promote the "dual-use" public infrastructure.
